On the 31 March, we opened the M23 to a 4, all lanes running (ALR) motorway but we continue to undertake important work which consists of installing the important technology on the gantries.

We will continue to implement overnight closures and some daytime working until Autumn 2020 and continue to work closely with our customers, stakeholders and relevant authorities to cause a little disruption as possible.

The speed restrictions will stay in place until such a time that the gantries are fully operational and can give the travelling public indications of any incidents or obstructions along the M23 junction 8 - 10.

We will use the prism hard signage in situ and 24/7 free recovery until this time, and we have CCTV in operation along the entire length of the M23 between junction 8 – 10 to alert our recovery teams of breakdowns and incidents.

Safety is our top priority and once all works have been completed, the national speed limit will be re-instated.

Please note : all works are weather dependant and may be postponed at short notice. Reduced speed limit of 50mph is still in force north & southbound 24/7.

Free recovery service and speed enforcement are in place to ensure drivers and road workers safety.

Covid-19

The project is continuing but all our work is under careful review in response to the Covid-19 outbreak and safety measures are in place on site to protect workers, their families and the public.

Highways England strategic road network remains open and we will continue to maintain and develop the network, ensuring that life-saving medicine, equipment, supplies and healthcare staff can travel across the country to where they are needed most.  

While we continue this key piece of work, we will follow government safeguarding measures to prevent the spread of Covid-19 and none of our sites are open to the public.

Dear Stakeholders and Residents,

M23 Smart Motorway Project: update of work

This letter is to provide you with an update of the construction works on the M23 smart motorway project.

Opening of an extra lane

Road users will be able to use four lanes in each direction on the M23 by 1 April 2020. A 50mph speed limit will remain in place during the next few months for safety, while additional work will take place to install, test and commission the smart motorway technology. Lane or full carriageway closures will be needed overnight while this work takes place. A free recovery service will remain in place while works continue. Drivers will be able to use new emergency areas if they experience difficulties on the motorway. CCTV cameras will also continue to monitor the motorway and we will be able to reduce the speed limit to 40mph and display warning messages during incidents. We apologise for any inconvenience that may be caused and measures will be put in place to keep this to a minimum.

Covid-19

Our roads remain open and we will continue to maintain and develop the network, ensuring that life-saving medicine, equipment, supplies and healthcare staff can travel across the country to where they are needed most. While we continue this key piece of work, we will follow government safeguarding measures to prevent the spread of Covid-19 and none of our sites are open to the public.

All major construction projects are closely monitored, and the situation is kept under constant review.

Work to improve journeys continues this week on the M23.

On Monday 25 November for 5 nights, there will be a full closure southbound from junction 8 – 10  between 9pm and 5am.  There will be a fully signed diversion route southbound for Brighton via junction 6 on the M25, A22, A264 and join the M23 at junction 10 of the M23. 

For Gatwick Airport via junction 10 of the M23, A2011, A23, Airport Way and into the terminals.  

On Monday 25 November for 5 nights, there will be a full closure at the junction 7 exit clockwise on the M25 between 9pm and 5am.  There will be a fully signed diversion route to junction 8 on the M25, back to junction 6 and follow A22, A264 to junction 10 of the M23.  

On Monday 25 November for 5 nights, there will be a full closure of the junction 9 entry slip road southbound between 9pm and 5am.  There will be a fully signed diversion route via Airport Way, A23 London Road, A2011 and join the M23 at junction 10.

On Monday 25 November for 5 nights, there will be a full closure of the junction 7 exit slips anti-clockwise on the M25 between 9pm and 5am.  There will be a fully signed diversion route for Gatwick airport via junction 6 on the M25, A22, A264 and join the M23 at junction 10 and follow the A2011, A23, Airport Way and into the terminals.  For Croydon via junction 6 on the M25, A22 Godstone Hill/Caterham by-pass.

 

Heads up….

In February 28th there will be a full weekend closure from 9.00pm Friday to 5.00am Monday with 4 consecutive weekend closures following.

Narrow lanes and a reduced speed limit of 50mph north and south bound 24/7.  

Free recovery service and speed enforcement are now in place to ensure drivers and road workers safety.

We are continuing to take down the existing central reservation barrier from J8 and replacing it with a new reinforced concrete barrier which is longer, stronger and safer. The old barriers are crushed and recycled as part of our environmental initiative. When dismantling the old central reservation these works may be noisy and for this we apologise. We will try to mitigate this for our residents. We will be installing a ‘back to back’ closures which means that lanes 4 on both carriageways will be closed so that we can work safely behind the barrier to complete the works in the central reservation. We apologise for any disruption caused during these works.

In the event of poor weather conditions or other issues out of our control, planned work may be postponed at short notice. Contingency bookings are also in place,but these are only used if previously planned work is delayed and there is no clash with other closures. If work completes on an earlier day the motorway may not close, or if work completes ahead of schedule the motorway may reopen early.

Upcoming works…..

Over the coming weeks we will be taking down the existing central reservation barrier from J8 to J10 and replacing it with a new reinforced concrete barrier which is stronger and safer.

We will be dismantling the old central reservation during the day where possible and these works may be noisy and for this we apologise. During the evening time, we will be collecting the debris and taking this to the depot for crushing. We will try to mitigate any noise caused for our residents.

We will be installing a ‘back to back’ closures which means that lanes 4 on both carriageways will be closed so that we can work safely behind the barrier to complete the works in the central reservation.

In the event of poor weather conditions or other issues out of our control, planned work may be postponed at short notice. Gatwick contractors started works at the South terminal roundabout to refurbish the arch into the airport. There will be lane closures, which may lead to delays exiting. These works will continue for 1 week.

You said… we listened We have had a lot of comments regarding signage on the M23, both static signage through the works area and on the diversion route. We understand that signage can be a problem and sometimes when travelling at 50mph, this can be missed or misinterpreted, and junctions missed. We have done some extensive work around signage over the past month and have asked our traffic management company to redesign both the static signage and diversion route signage to make it easier for our customers. The northbound signage leading up to junction 9, Gatwick airport now states the word ‘Gatwick’ as well as a plane symbol and our diversion route signage has had the symbols replaced with wording. We hope that when the next closure takes place in September you will see a difference and your journey will be easier to follow.

Closures coming up In September, we will be moving from working in the verge area to the central reservation. We will be undertaking full and partial closures to facilitate this. We will be keeping you informed via our weekly update, which we issue every Friday, so that you will be able to plan your journeys, taking into account when the M23 will be closed and the diversion route is in place. This operation is likely to be throughout September and into October. Extensive consultation has been undertaken with Gatwick airport and our other stakeholders to cause as little disruption to our residents and customers as possible. The Greyhound Trust are our latest Charity and we welcomed them with a donation of £100. This money will enable the Trust to feed a rescue dog for 1 month or help with vaccination costs. Lisa explained that Greyhounds are bred and trained to race… Born into an outdoor kennel, life as a racing greyhound is nothing like life as a family pet. All those things that we and dogs who are brought up in a home environment take for granted, are the things that can be daunting or downright scary for an adult dog who has never before experienced them. Following this visit we have one family who will now volunteer at the Trust in Crawley and another who is looking into rehoming a greyhound.

We would like to share with you some of the ‘other‘ things we are doing on the M23 SMP

In July, we were delighted to donate £300 to Neuro Kinex kids in Crawley. Kate Thornton-Jones, Fundraising Director said ‘ Our goal is to get kids back to doing what they do best – having fun and exploring the world! Studies have shown that the young are even more receptive to neurological rehabilitation than adults due to their greater neuroplasticity, or in other words the ability for the nervous system to change and adapt.

All donations raised for all our charities is done through our staff and contractors.

Thank you for Kier's support of Demelza with your kind donation of 123 Easter eggs from the M23, which we used in our annual Easter egg hunt at our Sittingbourne hospice.   I also thought you may like to know that over 800 children took part and we raised just over £4,500.   Demelza provides specialist care and emotional support for children with terminal conditions and their loved ones, so they can enjoy their time together as a family, for as long as they have.  We care for children with a range of different conditions, some of which are very complex and so rare they have no name.  Every year our work is a lifeline to over 750 children and their families throughout Kent, South East London and East Sussex.

We recently won a Considerate Constructors award for ‘Workforce Wellbeing’ Caring for our staff and contractors is important to us and we have monthly guest speakers in to our offices at Godstone to talk about different subjects.

John Roslin from Bowel Cancer UK spoke to our staff about his experience of Bowel Cancer.   John was diagnosed 3 years ago whilst on holiday and is now in remission.  Johns presentation consisted of a presentation, stating facts/statistics, leaflets giving advice on signs and symptoms of bowel cancer. Unfortunately, it can affect anybody at any time.   John captivated everyone in the room and it was a learning experience for all those who attended with plenty of questions raised.

On Tuesday 13 August, at 2.30pm we have invited the Greyhound Trust  to come into Godstone site office to give a brief talk about the amazing work they do in Crawley.  We will be adding this charity to our list for 2019   They’ve come a long way over the last 40 years, and now help over 4,500 greyhounds a year through their volunteer-led branches. Greyhounds are a great breed to have as a pet and provide the friendship and companionship many people look for in an animal. Meet Blake, a 7 month old puppy who together with his brothers and sisters have now been rehomed through this amazing charity

Air Ambulance Charity Golf Day

Work to install the biggest and longest portal gantry along the M23 in Surrey took place in May. Hours of preparation and planning meant that the M23 closed overnight to install the 500T crane and then ‘sling’ the gantry into place. The new gantry spans the full width of the M23 at over 54 metres in length and weighing in at 100T. Gantries are completely fabricated off site, and “fitted” out with cladding, flooring, and electrical wiring / components to as near complete as possible (where transport restrictions allow); this minimises the work done on site, safety critical working at height, and disruption to the travelling public. The Gantry made its very slow procession from Nottingham accompanied by 2 escort vehicles.  The total tonnage of gantries on this scheme is 440T. The gantry now sits proudly over the M23 at junction 8, testament to great kier and contractor collaborative planning.

Barrier Building Completion of Hybrid Wall

We have now started work on the Environmental Barriers along the network. We will work our way along the M23

We are building a dedicated lane into Gatwick airport northbound at junction 9 and have now completed the work to construct the Hybrid wall at this location.

More milestones…

On 14 July we completed the final switch from the verges at the Gatwick spur to allow centre reserve works to take place.

On 16 July we did an emergency closure to adjust the lanes at junction 9a to help traffic flow into Gatwick Airport.

Closed Weatherhill depot northbound access road to complete our works through collaborating with Highways England traffic officers

We hold monthly meetings with our stakeholders to agree works

We introduced Common place as a new interactive tool for our residents, stakeholders and all motorists and customers

We were awarded 4 blue stars by Highways England for safety innovations.

We have won 2 awards from the Considerate Constructors for our Ultra site.

We’ve had 3 babies born to staff on the M23 within the last year and 2 weddings.

In September 2019, we ‘switch’ the traffic management on the M23 as we will be starting to work in the central reservation.

Keeping us all moving Keeping left is right

As part of its ‘Keeping us all moving’ campaign, Highways England recently issued safety advice to drivers head of the summer holiday; be prepared at the start of the busiest time of the year for breakdowns on England’s motorways.

New data from the company shows more than 48,500 motorway breakdowns happened over the summer holiday period, between the final week of June and the first weekend of September last year. Highways England is expecting to respond to an extra 700 breakdowns a week for the next 10 weeks, taking the average number of motorway breakdowns each week to almost 5,000.

The first weekend in August was the busiest weekend for breakdowns on England’s motorways in 2018 shortly followed by the final weekend in July, with one breakdown reported every two minutes as drivers set off on day trips and holidays.

Top tips to avoid a breakdown: 

Check tyres: prior to setting off on a long/significant journey, check your tyre pressures are suitable for the load and the condition of your tyres, including the spare. Look out for cuts or wear and make sure the tyres have a minimum tread depth of 1.6mm, which is the legal limit. 

Check engine oil: use your dipstick to check oil regularly and before any long journey, and top up if needed. Take your car back to the garage if you’re topping up more than usual. 

Check water: to ensure you have good visibility, always keep your screen wash topped up so you can clear debris or dirt off your windscreen. 

Check lights: if your indicators, hazard lights, headlights, fog lights, reverse lights or brake lights are not functioning properly, you are putting yourself and your family at risk. In addition, light malfunctions can be a reason for your vehicle to fail its MOT. 

Check fuel: before setting out, check your fuel levels and make sure you have enough to get to your destination Highways England has also issued five basic safety tips to follow if your car does break down on a motorway:

• Get away from the traffic. Exit the motorway or get to an emergency area or hard shoulder and use the free phone provided.

• If that’s not possible, move left onto the verge.

• Get out of the left side of your car and behind the barrier if you can and it is safe to do so.

• Get help – contact your breakdown provider or Highways England on 0300 123 5000.

• If you break down in moving traffic and cannot leave your car, keep your seatbelt and hazard lights on and call 999.

Stakeholder management is an ever-present reality for a functional construction project, and effective stakeholder management has been demonstrated on the M23, where high profile stakeholders impose new and demanding requirements.  

Gatwick Airport (GAL) is the second largest international airport in the UK, with 35 thousand employees serving over 40 million passengers a year. M23 J8-10 section is critical for the road traffic to and from the airport, and the flightpath is situated over the busy junction 9, which is connecting M23 with the airport via Gatwick Spur.  

Gatwick is legally obliged to have an active policy of aerodrome safeguarding, which is the process used to ensure the safety of aircraft while taking off and landing, or flying in the vicinity of aerodromes. Aircraft are vulnerable to birds strike, which are the most problematic species in the UK, and as such GAL is required to reduce the attractiveness of the area to birds and wildlife - on and in the vicinity of the airport. All works within a 13km circle of the airport that have the potential to increase the bird strike risk, must be agreed with GAL. The JAJV design team liaised and worked closely with the airport team and their consultants and followed their multiple requirements to make sure the proposed infrastructure is acceptable and does not interfere (physically and electronically) with the airport systems and flightpath. The proposed vegetation planting was updated to ensure the mix is suitable to support the local wildlife and at the same time avoid attracting birds.

Tailgating makes other drivers feel intimidated, scared and bullied. While it may not be intentional by the driver behind, to those in the car in front, it feels aggressive and personal.

Some drivers readily admit to tailgating but wouldn’t dream of drink driving or using a handheld mobile phone. Many of them think and say they are really good drivers Drivers should stay aware of how dangerous or intimidating their driving could be.

Tuesday 7 May for 4 nights , there will be lane closures leading to a full closure of junction 9 exit slip northbound and lane 1 on the Gatwick Spur between 10pm and 4am.  There will be a fully signed diversion route in place for Gatwick via junction 10 of the M23, A2011, A23, Airport Way and into Gatwick Airport. For the M25, via junction 10 of the M23, A264, A22, Godstone and join at junction 6 of the M25

13 May 10pm to 4am

On this date, we will be installing a super span gantry at junction 8 of the M23 adjacent to the M25. We will have closures at this location on all carriageways on the M23 north and southbound and the entry and exit slips from the M25. The diversion route will be via junction 6 M25, A22, A264 and rejoin at Junction 10 M23

14 and 15 May 10pm to 4am

We will have a full closure in place from junction 8 to 10 southbound. Diversion route via M25 Junction 6, A22, A264, rejoin at junction 10 M23.

16 May 9pm to 4am

Full closure from junction 10 to junction 8 northbound plus the Gatwick Spur entry slip will be closed to undertake work. Diversion route via junction 10 of the M23, A264, A22, rejoin at junction 6 M25. Diversion for Gatwick, Junction 10 M23, A2011, A23, Airport Way and into Gatwick Airport.
